The preliminary debate on budget proposal for 2023 ended

​The Government submitted its proposal for 2023 state budget to Parliament in September. Consideration of the draft budget began with a preliminary debate in plenary session. It is one of the most important debates of the year. At the end of the preliminary debate the draft budget was referred to the Finance Committee on 27 September.

The draft budget is considered largely in the same manner as other government proposals, but there are some special features of the way in which deliberations are conducted by the committees and in plenary session.

How the budget is approved

The appropriations in the budget proposal for 2023 amount to EUR 80.5 billion. The central government on-budget deficit is projected to amount to approximately EUR 8 billion. Compared to the actual 2022 budget, the expenditure will increase by EUR 15.6 billion, particularly due to the reform of healthcare and social welfare services.
