Parliament's EU Secretariat​

Parliament's EU Secretariat manages Parliament's relations with EU institutions and is responsible for interparliamentary cooperation within the EU. The EU Secretariat supports Members of Parliament in maintaining contact with Finnish and other Members of the European Parliament, as well as with other key EU actors.

The EU Secretari​at is responsible for participation in meetings and organizing visits

The EU Secretariat oversees Parliament's participation in the Conference of Speakers of the EU Parliaments, the COSAC conference of EU parliamentary committees, and the Interparliamentary Conference on Stability, Economic Coordination and Governance in the European Union (Article 13 conference). These meetings, held once or twice a year, aim to strengthen the role of parliaments in EU affairs and provide a framework for discussion and the sharing of best practices among Members of Parliament.

The EU Secretariat supports parliamentary committee delegations in participating in EU-related parliamentary meetings. Regular thematic meetings cover topics such as the EU's Common Foreign and Security Policy, Europol oversight, and Eurojust oversight.

When Finland holds the Presidency of the Council of the EU, Parliament's EU Secretariat is responsible for organizing all meetings related to the so-called parliamentary dimension. Finland last held the presidency in 2019.

The EU Secretariat also arranges high-level visits when representatives of EU institutions visit Parliament.

Members of Parliament's EU Secretariat are also responsible for the operations of the Grand Committee's office. The Grand Committee determines Parliament's positions on matters being handled in the EU.


The EU Secretariat pr​​ovides Parliament with information from Brussels

The EU Secretariat analyses and monitors the activities of EU institutions. It produces information on EU matters that complements and is independent of the information provided by the Government.

The EU Secretariat includes a Permanent Representative of the Finnish Parliament to the EU based in Brussels and a university intern who changes every six months. They report to Members of Parliament and parliamentary staff on current EU topics. The EU Secretariat also communicates information about Parliament's EU decision-making to key EU stakeholders within Parliament.

Other tasks of the Representative in Brussels include supporting parliamentary delegations in EU meetings and handling specific assignments related to parliamentary activities.​​

Parliament's EU Secretari​at and the IPEX Network

Parliament's EU Secretariat coordinates Finland's participation in the IPEX network (InterParliamentary EU information eXchange), which brings together national parliaments and the European Parliament. The network's goal is to enhance the exchange of information on EU matters between parliaments.

The IPEX website is open to everyone. It provides access to a wide range of information, including EU legislative proposals and updates on how they are handled in national parliaments. The site also allows users to follow how subsidiarity control is implemented across member states.

In addition, the website features news, descriptions of national parliamentary procedures, and contact details for those responsible for EU affairs in each parliament. IPEX also hosts a calendar of interparliamentary EU meetings, along with background materials and official documents.​
