Parliament approved Border Security Act by 168–29 vote

The Border Security Act, formally titled the Act on Temporary Measures to Combat Instrumentalised Migration, was in its second and final reading in Parliament on Wednesday, 4 June 2025. The objective of the Act is to counter pressure exerted on Finland through instrumentalised migration, to strengthen border security, and to prepare for the most serious scenarios.

The consideration was based on the report of the Administration Committee. The Committee proposed that Parliament approve the Government's proposal to extend the validity of the so-called Border Security Act until the end of 2026. A joint protest to the committee report was submitted by the Left Alliance and Green parliamentary groups.

The Act was enacted as an exceptive act. Such legislation allows for limited derogations from the Constitution for compelling reasons. Adoption of the Act required it to be declared urgent by a five-sixths majority of Parliament, after which passing the Act required a two-thirds majority.


Voting results

Parliament first voted in favour of declaring the legislative proposal urgent by 168 votes to 29, thereby surpassing the five-sixths majority threshold required for urgency.

In a second vote, Parliament approved the legislative proposal by 168 votes to 29, exceeding the two-thirds majority required for adoption.
